I’m starting to work with publish pages where dozens of custom fields are in use, which leads me to make the publish page default to “collapsed” view for the fields. It would be a boon if there were a simple way to indicate (red light/green light, perhaps?) whether or not a field contains data – thus giving the user a quick visual guide to which fields remain to be completed.

There is an extension that automatically collapses fields with no content. So if you install this then reverse the default collapsed state of all fields then you can see what needs doing!
The Extension can be found here - http://ellislab.com/forums/viewthread/42310/
