Edit Categories Page without "Admin" tab

I think this might need to be an extension or module. I know that it’s easy to edit categories from when Publishing and Editing an entry.

I’d like to give my Content Editor the ability to Edit the categories outside of that. For my purposes, I need them to go through the category custom fields and make edits. it’s a bit awkward to have to edit and entry to be able to edit categories, and as some weblogs rely on the same categories and some don’t have any it’s going to be a bit confusing.

I can give them rights to the Admin page, and put a tab for the categories, but then they have rights to edit weblogs and such.

Maybe this will be easier with a future version, but thought I would check if it would be an easy extension to write and I could look at it.
